Scott A. Zurn, P.E.
CEO
For years in the industry, I observed something missing that cost homeowners untold stress and frustration, cost contractors lost time and money and left real estate agents and lenders unable to satisfy their clients’ needs. I decided to do something about it.
With 32 years of civil & structural engineering experience, I have contributed to all aspects of the building industry. I have achieved success in commercial and residential markets, held leadership roles such as a building official, city engineer, and director for local governments, and accomplished hundreds of millions of dollars in successful commercial building and civil infrastructure as a designer, project manager, and leader.
I have extensive experience with design and project management of transportation, roadways, traffic engineering, storm drainage facilities, bridges, site development review, and inspection. I have also enjoyed building more than 100 custom homes throughout the Front Range.
I am a Leadership Fellow with APWA and was awarded the 2014 Professional of the Year by the Institute of Transportation Engineers (ITE). I have held leadership roles in securing hundreds of millions of dollars in federal grants and have managed multiple federal grants funded NEPA studies and transportation projects. I also held a lead management role in ENR’s Best Project of 2009 for a 300 acre Brownfield redevelopment including $250 million dollars in infrastructure bridges and 650,000sf of retail redevelopment.
I have three fabulous daughters as well as two fabulous stepchildren with my wife, Anya. I enjoy outdoor activities around my home in the mountains – getting back to my Wyoming roots.

Austin is my hometown (30+ years) and I love it. So, I had no idea all these years that I am actually a mountain girl! Now, I am hooked. And, any chance I have to explore the wild beauty of Utah, Colorado, or Wyoming, I take it. I keep sane with hot yoga and caring for my two giant malamutes, Togo and Daenerys. I enjoy adventures of all kinds with my husband – including the challenges of our 5 mostly-grown kiddos.

I believe that the success of an endeavor lies in the team behind the work and the leader directing its course. This is true for any projects being undertaken with the utmost consideration to life and safety and the impact they may have on the environment.
With more than 30 years in the field of structural engineering, I spearheaded the completion of multiple design projects using my expertise and passion but integrating value and uncompromising element into my services. It is this spirit that provides the driving forces behind my success in the field of engineering
From the Pacific to the East Coast, I have brought my knowledge and various experiences in design, construction, and management. I have designed different types of structures encompassing residential, commercial, retail, institutional and public works. These include residential houses and condominiums, schools, airport terminals, hospitals, hotels, historical buildings, offices, shopping complex, water and wastewater facilities. These are not only for the design of new structures but the renovation and retrofit of existing buildings. They included signature tenant improvements, façade repairs, curtain walls, vertical and horizontal building expansions, and structural repairs.
I have professional licenses in Hawaii, New York, Connecticut and Minnesota. The last two are currently inactive but could renew if there are projects. I have participated in committee works such as the structural review of the New York City Building Code and currently the New York City Existing Building Code with the objective of aligning the city code with the International Building Code and the International Existing Building Code. I have been a member of several engineering organizations such as the American Concrete Institute and Structural Engineering Association of New York to name a few.
My personal time has been devoted to my wife and kids but if I have some extra time will play a round of golf or hit some spares in the bowling alley. I am also an avid chess player which gives me the brain boost when trying to think of a solution for a project.
I think the foothold of the structural engineering profession in the industry is starting to lose its traction because the way the works of the engineers have been perceived. And that is, the engineers are out of reach by the community because they don’t cater to the people at the grassroots level.
However, this is entirely untrue, and so we are changing that. I have collaborated with Level Engineering to bring our profession to the community. Helping them to understand who we are and how we can help them. Our profession is now alive, strong and growing due to the efforts of Level Engineering.
Sheri Nichols, P.E.
Senior Engineer
With 16 years structural engineer experience, I have worked in several different fields of structural engineering. I have worked in new design, restoration of historic buildings and forensic engineering.
At each opportunity I have learned more about all aspects of building, restoration and design. I currently hold licenses in both Colorado and California.
My favorite aspect of engineering though, is helping people with their projects and dreams. No project is too big or small. I am here to help you find a successful solution. I love what we do and get to help people in their home’s vs being in an office.
When I am not helping the clients, I love to spend time with my family. We have two sons, one amazing daughter in law and a sweet, active grandson. We love to travel and see the world. I especially love to experience life like a local wherever we may go.

Bryan Conkle, P.E.
Senior Engineer
As a Colorado native with a civil engineering degree from CSU and over twenty years of structural engineering experience, I am excited to be a part of the Level Engineering team.
Having worked for several engineering firms for 9 years as well as owning my own engineering firm for 12 years, I have been involved in projects in Utah, Montana, Nebraska, Colorado and New Mexico. Though I specialize in custom homes, other interesting jobs in my portfolio include straw bale houses, a chord wood yurt, over 170 crawlspaces to basement conversions, and a fire station in Aspen.
My passion is the residential market as I believe I can make a difference for the homeowner. This passion began when I helped family and friends remodel and build their own homes. With this experience, I have a better understanding of all the pieces that are involved in the entire construction process.
My work does not end at a set of plans. It includes working with contractors to solve problems as they may arise in the field, collaborating with team members on solutions as well as incorporating the home owner’s ideas to deliver the best structure possible for their needs and dreams.
Having caught the travel bug years ago, my family and I really enjoy immersing ourselves into other cultures. More open-mindedness and seeing from other perspectives have been invaluable learning experiences. I relish the opportunity to learn about others values and views while at the same time spending time with my wife and daughter.
Chris Johnson, P.E.

Growing up in Colorado and attending The University of Colorado at Boulder has developed in me a deep love for our amazing environment and the culture we have here on the Front Range. I spent the first seven years of my career working primarily as a field engineer looking for practical, hands-on solutions, in real-time. Now as part of the LEVEL Engineering Team, I get to apply the lessons I’ve learned to real challenges facing homeowners, contractors, architects, and real estate agents.
LEVEL Engineering drew me in with its mission and values. I am happy to say that LEVEL is made up of people who are individually and collectively committed to its core values. We walk our talk. I especially love our commitment to being of service to the people we call our customers. We always strive to do what’s best for our clients and their projects.
The thing that I enjoy most about my job is getting to meet people from all walks of life and working together to make our customers’ dreams a reality.
In my free time you can find me chasing our two delightful young children. I also enjoy exploring the world of adventure that the Colorado mountains provide via trail running, backpacking, climbing and just about anything else that is out there.
Justin Fendley, P.E., M.S.E.

I am an Alabama native but after visiting the Salt Lake area several times, I knew this is where I wanted to be. For my undergraduate degree in civil engineering, I attended Auburn University then I pursued my masters of science degree in structural engineering at the Georgia Institute of Technology (Georgia Tech). Since graduation, I have obtained my Professional Engineering License in Alabama, Oklahoma, Texas, and Utah.
Throughout my career, I have obtained over twelve years of structural engineering experience. Right after obtaining my masters degree, I was fortunate enough to be hired as a fulltime structural engineer for a major energy and chemicals design firm in Houston, Texas. I worked for this company for over nine years, working on projects ranging from multi-million-dollar scopes to multi-billion-dollar ones. My last three years at this firm, I personally lead gulf coast structural projects for several major energy companies with scopes ranging up to one hundred- and twenty-million-dollar budgets.
I have found over the last few years of my career that I love engaging with clients to ensure their needs are met. This often involves sharing knowledge of the structural engineering practice so that the customer can be apart of the design process allowing their needs to be met in due time and within their budget. The Level Engineering practice methods facilitate this ideology and I could not be more excited to be a part of it.
When I am not working, I like to be active. The Salt Lake area has unlimited amount of hiking trails in the summer and ski trails in the winter that I will be exploring every chance I have with friends and family. I also have a workshop in my garage where I build and refinish furniture for fun.

Jay Blackburn, P.E.
Engineer
Growing up around Colorado’s Front Range, I spent my early years playing baseball, snowboarding, and fishing. It was there I learned to appreciate our state’s amazing natural resources. Regularly passing by abandoned mine tailings, dried up streams, and seeing the relentless development of once pristine land taught me at a young age that problems are usually easier to create than to solve.
In 2013, I completed my bachelor’s degree in environmental engineering with an emphasis on Water Resources at the University of Colorado at Boulder. However, it was not until a post-graduation backpacking trip in Chilean Patagonia that I realized, true to my Colorado roots, my true passion revolves around humankind’s connection to nature and, more specifically, the water resources which make such a beautiful place possible.
Now, after seven years working as an engineering consultant for municipal water and wastewater districts across the Front Range, I’ve seen first-hand the unwavering need for quality engineering and consulting services. I am proud to have facilitated many successful water and wastewater projects which have improved the level of service to municipal customers. My experience in other areas of civil engineering, municipal consultation, and subsurface utility engineering has given me confidence to take on today’s challenges, both large and small.
Over the next five years, I plan to continue working to expand my network of like-minded of engineers, contractors, and municipal agencies to improve the way the industry operates for the better.
The environmental problems we face together were created over many generations, but they don’t have to take generations to solve. Working together, I believe it’s possible to significantly improve the quality of life for, not only ourselves and our neighbors, but for the natural environment as well.
I now live in Denver with wife, Ashley, and our 5 chickens. On the weekends, I still play baseball and get out to fly-fish whenever possible.

Jay from Level Engineering was beyond helpful in my home project. I am moving an interior wall and I had a support from the roof sitting on that wall. Jay listened to me, the scope of the project, my skill level and we discussed a few different options. He helped me understand the pros and cons of each, the best way to tackle the project and answered all of my questions in a simple to understand way. He also looked further into the relocation of the wall to see if I would run into anything else.

Having grown up in Loveland, Colorado is home for me. I attended Colorado State University and completed my degree in civil engineering with a structural emphasis. I have accumulated over 8 years of engineering experience working in various sectors, including heavy
industrial, commercial, and residential. In addition, I have obtained Professional Engineer licensing in Colorado, Wyoming, and New Mexico.
Through my experience, I have had opportunity to work with other engineering disciplines as well as develop project leadership skills, both creating and managing designs, teams, budgets, and schedules. I am excited to be working with Level Engineering. My passion is creating a positive experience for each client, working face-to-face and helping them reach their goals. I also love sharing knowledge about what I do with customers so that they are included in the design development process.
I deeply value spending time with my incredible wife and two beautiful children. We love spending time taking mountain adventures and enjoying amazing foods of all types. I also love personal development. In the years I have spent in the engineering industry, one of my favorite aspects has been working with incredible teams who value growth, both professionally and personally. I desire to help people find what they’re good at and push them to grow in that direction. I also enjoy business.
My wife owns and operates a wedding photography business, and we own a coffee shop here in Colorado. Both have brought excitement and challenge, and the relationships we have built with those we work alongside of have sweetened the journey in many ways.

Rustem Shamsutdinov
Project Manager
I grew up in Russia and have a bachelor’s degree in Civil Engineering from Kazan State University of Architecture and Engineering.
After graduation, I moved to New York City and I spent the first eleven years of my career working primarily as an engineering consultant designing structural steel and reinforced concrete buildings, wood and timber framed construction, cold-formed construction, doing repair and restoration of historic structures, etc. I have built a reputation among developers, architects, and builders for providing innovative and cost-effective solutions.
Now I live in Florida, in the Miami-Fort Lauderdale area with my family and helping Floridians to make their dreams a reality.
On the weekends, I love to play soccer, spend some time with my family and friends barbequing, fishing, and kayaking. We also enjoy traveling around the world.

In another life, I might have been an engineer or architect. After 7+ years working with such a talented and dedicated team, I’ve developed a deep respect and appreciation for these fields as their significance continues to grow.
I’m from Austin, TX and I studied Marketing at Texas State University, which laid the foundation for my career.
Throughout my time at Level Engineering, I’ve been immensely grateful for the journey and the opportunity to work with such a brilliant group of people. My passion for marketing drives me, and I have expertise in branding, design, website development, user experience, and analytics. I enjoy combining strategic thinking and creative marketing ideas to advance our mission at Level. There’s a lot more to do for our local communities, our country, and even the world – I look forward to the journey.

Austin Parsons, P.E.
Engineer
After graduating from University of Colorado at Boulder in 2016 with my engineering degree, I began my career in heavy civil construction where I gained a lot of hands-on experience.
Seeing how things were done in the field was a very important lesson that I try to take to the office every day. I migrated in my career to focusing on infrastructure design and construction of all types with a focus in water and wastewater infrastructure.
It was here that I found my passion and felt that I could make a genuine impact on the world. I joined LEVEL because of the values it holds and the service it promotes. These values and services have created a remarkable network of engineers dedicated to solving our client problems and is what drives me to become the best version of myself.
Outside of work, you can find my fiancé and me spending time in the mountains with our whacky German shepherd, Murphy.
Taghreed Meften
Lead Architect
My career goals are to continue advancing in the field of Architecture and to be a leader in discovery, creativity, and design. My Architecture skills come from over 17 years of professional experience specializing in designing buildings, planning and designing of structures/urban landscape coupled with managing construction projects from the conceptual design phase through completion of construction.
My extensive background includes designing and executing interior & exterior residential and commercial projects including new construction and remodeling, resorts, hotels, hospitals, tourists’ villages, compounds, churches, mosques, and private houses with supervising construction sites of most of the designs.
I have expertise in various architecture models and technical skills including hand sketching drafts and computer aided drawing that allow me to take concepts to creation while effectively managing all resources for clients.
I got my master’s degree in architecture from University of Colorado Denver, Colorado, my bachelor’s degree in architecture engineering from University of Technology, Baghdad, Iraq, and have studied real estate in American real estate college, Denver, Colorado.
I enjoy outdoor activities like hiking and walking with my dog. I love cooking, art, music, Gardening, reading, writing, working out, yoga, and spending time with my son,

Ashlyn Wendt
Operations Manager
I am an Operations Manager at Level, having recently been promoted from my previous position. I hold a B.S. in English from The University of Tennessee, Knoxville, where I explored a diverse range of topics from 17th-century literature to technical writing in structural engineering, and even delved into a course dedicated entirely to Virginia Woolf. This academic background has fueled my passion for communication in all its forms.
My journey at Level began as an intern in 2019, and I returned in 2022 for a full-time position. In my role as Operations Manager, I oversee the integration process for Engineers and Architects joining Level, managing their training and onboarding. I find great satisfaction in witnessing A&E professionals become part of the Level collaborative, forming new friendships and partnerships, engaging with clients, and ultimately regaining their professional autonomy.
Outside of work, I’m an avid traveler and concert-goer, often attending shows of bands I’ve yet to discover. I’m also an aspiring novelist and a sports enthusiast, dividing my time between college football in the fall and Formula 1 racing in the spring and summer.

Grant Escobar P.E.
Florida Engineer
I am a U.S. Army Engineer Veteran with numerous years of experience managing and leading teams and dynamic projects in Florida, Kentucky, Tennessee, Puerto Rico, and the U.S. Virgin Islands. I am a licensed and registered Professional Engineer (PE) in the state of Florida, as well as a certified Project Management Professional (PMP). My educational background includes a Bachelor’s of Science in Civil Engineering (with a Structural emphasis) from the United States Military Academy at West Point in New York. Additionally, my LEED Green Associate Credential from the U.S. Green Building Council demonstrates that I have the knowledge and understanding of green building practices and principles needed to support sustainable and clean projects.
After graduating college, I was commissioned as an officer into the U.S. Army and spent my first few years in service as a Combat Engineer at Fort Hood, Texas as well overseas in Bulgaria and Poland working with NATO and many of our American partners. After returning stateside, I was selected to serve as a technical engineer for the U.S. Army Corps of Engineers, Jacksonville District to manage and lead various projects in the states of Florida, Puerto Rico, and the U.S. Virgin Islands. Additionally, I worked in the Emergency Management Operations and provided management, support, and relief during Hurricane Dorian as well as the Covid-19 Pandemic.
Our team worked with both the Florida State Legislature as well as FEMA to design and construct an Alternate Care Facility at the Miami Beach Convention Center in order to increase Florida’s patient care capacity during the peak of the Covid-19 Outbreak in 2020. After completing my assignment with the Jacksonville District, I was selected to continue serving in the U.S. Army Corps of Engineers with the Louisville District. As a Project Engineer, I oversaw the construction and turnover of the Multi-Use Helicopter Training Facility, the first project of its kind, for the Special Operations Aviation Regiment.
I have worked with multiple different contractors on many different projects ranging from $200,000 to $50,000,000 dollars in size. From coastal resiliency and civil work projects, to military construction and environmental impact projects, I have had the unique opportunity to be a part of many great teams that have accomplished incredible projects all over the country.
I have been passionate about Engineering since an early age, and am excited to continue to do what I love by serving the community and helping others in the process here at Level. I am excited to pivot my career from the military and begin pursuing residential, commercial, and forensic engineering in the Tampa Bay region. I look forward to tackling the many challenges that Engineers continue to face from environmental and societal impacts. My ultimate goal as an Engineer is to protect and preserve this wonderful world that we live in by designing and creating sustainable and clean solutions.
Kevin Nguyen, P.E.
Engineer
Having just moved from the Pacific Northwest, Colorado is now home. I’ve always had a sense of curiosity and an eagerness to solve problems, which eventually led me to where I am today. I completed my bachelor’s degree in Civil Engineering from the University of Colorado at Denver. Currently, I am a licensed Professional Engineer in the state of Oregon and Colorado.
The first 6 years of my career were spent as a structural engineer and a project engineer in the heavy civil industry. My work primarily focused on developing innovative construction methods, providing design of temporary structures, and providing other various construction engineering services for major marine and bridge projects. Having been involved in such projects, I’ve realized the importance of protecting and ensuring the sustainability of our built environment.
I am passionate about working closely with our clients and believe that by listening and doing what is right for everyone involved, we can come up with the best solutions. Success for me means success for everyone on the team, and that includes our clients. There is something rewarding about taking pride in a project together. As an engineer I strive to help our clients meet their goals, no matter what that may be.
An avid angler and marine life enthusiast, you will likely find me exploring the outdoors with a fishing pole in hand. That includes everything between ice fishing the frigid lakes of Minnesota, to catching Dungeness crabs on the Oregon coast.
Russ Chinn
Engineer
Since graduating from the University of Illinois at Urbana-Champaign (B.S. 2011, M.S. 2012), I have worked for over ten years as a structural engineer. My experience includes a variety of structural design, forensics, and construction. I have worked on design projects as small as a residential rafter repair to as large as industrial structures such as water towers.
I am a licensed professional engineer in Colorado, California, and Illinois, and have served as the engineer of record on projects in several different states. On the forensic side, I have performed over 600 inspections and served as an expert witness in litigation cases. I spent several months on a couple field engineer assignments where I gained valuable construction knowledge.
I have found my forensic and construction experience to be incredibly valuable as it is important to not only know how to design a structure, but also how to build it, how it functions, what problems may occur, and how to fix them. I enjoy hands-on work and applying my knowledge toward problem solving in the field.
On the personal side, I enjoy numerous hobbies, most of which involve being active and creative. While that is most frequently mountain biking or snowboarding, I enjoy dabbling in disc golf, guitar, hiking, rock climbing, and a variety of other outdoor or musical activities. My wife, daughter, and I live in Fort Collins, where we thoroughly enjoy everything that the great state of Colorado has to offer.
Michael Blake
Architect
Architect based in the city of Jacksonville, passionate about building design and construction. As a child my favorite game was always to do experiments and build things in my father´s carpentry workshop. My father wasn´t always happy to have me in his workshop, but that´s where I started my engineering path. Ever since, I´ve had a great need to live a creative life. To me, engineering is about mixing good theory and solid practice to build things that can be useful to us. I love working directly with my clients in solving their engineering needs and I enjoy very much every project I develop.
I am originally from the Faroe Islands, a sub-arctic, North-Atlantic region of Denmark, and I have 25 years of experience with engineering projects in Europe, Africa and South America. I´m a Mechanical Engineer with a Bachelor of Science from the Danish Technical University in Copenhagen, Denmark and a Master of Science from the Cranfield University in England. I specialize in structural calculations with the use of Finite Element Analyses and I have worked with marine structures, civil engineering structures, machine design, infrastructure projects and more.
Currently, I live in Brooklyn with my beautiful wife and 3 amazing children. In my spare time I enjoy jogging and have a passion for classic motorcycles and cars.
Whitney Pogue, P.E.
Engineer
Born and raised in Oklahoma, I attended Oklahoma State University where I received my bachelor’s degree in civil engineering. Following graduation, I worked to obtain my professional engineering license, which I currently hold in Oklahoma.
When I was a sophomore in college, I began working with the Oklahoma Department of Transportation as a co-op engineer intern. This entailed performing roadway design work for state highways in eastern Oklahoma, as well as various other projects throughout the state. This internship is what really sparked my love for civil engineering, and I was lucky enough to be able to pivot the internship into a full-time position following graduation.
After working in roadway design for three years, I transitioned to a project management role in one of ODOT’s field offices. There, I was able to be the project manager on projects totaling over $250 million, including the largest project in ODOT history at the time of its construction. I stayed in the field for several years, after which I accepted the position of Value Engineering & Estimates Coordinator for ODOT. Leading the state’s value engineering program and verifying the cost estimates for every project has been very fulfilling for me as I get to ensure that no taxpayer dollars are being wasted.
Wanting to connect with clients led me to Level Engineering, and I could not be happier. I can leverage my knowledge of civil engineering and construction, and my love for minimizing financial waste on projects, to really connect with our clients and ensure that they are getting the best product possible in a way that works best for them.
In my free time, I enjoy gardening and spending time with my husband and children. Watching my children learn the ins and outs of gardening through our greenhouse and year-round vegetable garden has been one of my favorite memories. They love to help me harvest our produce, and they enjoy delivering our excess to neighbors. They are the best little helpers!

I’m obsessed with homes. In 2021, my husband and I embarked on a journey when we moved from Southern California and transplanted our remolding and design business in Colorado. Eager to make friends and expand our network, I joined Level Engineering in January of 2023 as a customer service representative and have enjoyed merging my passion for customer satisfaction in the structural engineering industry. I love helping customers find a solution to issues they are finding in their homes and elevating the fear by getting a licensed engineered that is qualified to help ease their mind or help with an addition.
My diverse customer relations experience from cheering for the Los Angeles Raiders to performing to the top personal stylist at Nordstrom as well as my marketing experience at two title companies to designing homes for clients – has uniquely positioned me to provide top notch customer service at Level Engineering.
Outside of work, I enjoy time with my family and friends. We have 4 adult kids, 5 grandchildren, two cats and 1 handsome jack Russell. We love traveling, searching for the best live music in town, and exploring the beautiful colorful Colorado outdoors. Born in Michigan and growing up in Southern California has made transitioning to home in Northern Colorado an easy one. Colorado is a blend of both those states and we love it here!

Born in Oklahoma, raised all over the world as a military brat, I eventually made my way back and attended Oklahoma State University where I received my Bachelor’s degree in Civil Engineering. Following graduation, I worked to obtain my professional engineering license, which I currently hold in Oklahoma.
When I was a junior in college, I joined the Army Reserves as a Bridging Engineer. This has some similarities to my civilian job as a civil engineer, in that attention to detail is paramount due to the dangerous nature of the job. I am still in the army reserves, conducting training evaluations for units in order to determine their overall preparedness. I also worked as a bridge maintenance engineer for the state of Oklahoma where I performed load ratings for new bridge projects and conducted inspections on bridges, which included rope access climbing of some bridges.
Wanting to connect directly with clients that I can help led me to Level Engineering, and I am very happy with where I have landed. Meeting the individual client and being able to personally help in their daily life is fulfilling. The reason I joined the Army Reserves and went into civil engineering was to help people. I can leverage my engineering expertise to better people’s lives and provide public safety.
In my free time, I enjoy watching hockey, practicing judo, performing archery and spending time with my wife and children. It is a joy to experience the world again through my kids’ eyes–watching them learn judo techniques, how to shoot their youth bows, and just generally experience the world anew.

I am a coastal Virginia native with a heart for the Florida sunshine. Since I was a kid, I have always loved problem solving and the process of creating beautiful infrastructure from nothing, even if that was simply a sandcastle on the beach. It was this problem-solving mindset that led me to pursue a career in engineering. After graduating from Old Dominion University with a bachelor’s degree in Civil Engineering, I quickly packed my bags and moved south, finding home in Jacksonville, FL.
Since starting my engineering career, I have gone on quite a journey. From engineering civil site design, to hydraulic structure design and river modeling, I have gained experience in a wide range of engineering projects. Most recently, I have had the privilege of leading engineering teams through multimillion dollar civil works, flood reduction and ecosystem restoration projects with the U.S. Army Corps of Engineers throughout Florida and Puerto Rico.
Through these experiences, I have gained a wealth of structural, geotechnical and civil engineering knowledge, and have found that the most rewarding part of being an engineer is delivering quality projects to our clients and the community. I am proud to have been a part of many successful projects that have not only solved problems for people, but have also conserved and protected our waterways and natural resources – which we have in abundance of in the sunshine state.
Now, with the Level team, I look forward to each day where I have the opportunity to serve my local community and utilize my engineering knowledge to solve our client’s problems, however big or small. My passion is to work with each client and ensure that their project’s goals are met in every stage of the project’s design and construction. The leadership skills I have developed early in my career make me well equipped to work with contractors and engineers alike to ensure success of each project’s design, schedule and budget.

Chris Goetzfried, P.E.
Civil Engineer
Growing up in NY I spent my summers working for the family masonry construction business where I gained experience in the design and construction of masonry and concrete structures, experience I’ve drawn from throughout my engineering career. Interest in chemistry and electronics led me to a chemical engineering degree in my academic pursuit.
After working in various positions as a chemical engineer and gradually moving into environmental consulting, I found my passion in civil engineering working as a site civil engineer. With 20+ years’ experience I’ve worked on many various projects that include; residential and commercial site development, stormwater management and treatment, water and sewer utility design, culvert and bridge replacement and roadway design and rehabilitation.
The time I spent managing the capital improvement division in county government made me aware of the tenuous condition of our country’s public infrastructure. The aging of the built world is evident in the increasing need to repair, rehabilitate and replace existing buildings, facilities and infrastructure. Working with Level Engineering and our clients, I’m excited to work on how this gets done sustainably with consideration of the community and its natural resources.
When I’m not working on a client project, I’m working on one of my own. I enjoy completing landscape and hardscape projects around the house, performing maintenance, repair or modification on one of my vehicles or I’m away skiing.
Claudio Monier, NCARB

I am a native Argentinian and a proud graduate of Florida International University, where I pursued my BS in Construction Management and MS in International Real Estate. I began my career in the architecture and construction industry in 2001. I started by working for prominent French and American construction companies in Florida, involving myself in all facets of civil, structural, and architectural projects. This experience made me realize my passion for the industry and desire to learn more.
After receiving my architectural license, I worked for some of Miami’s premier construction firms, assisting in designing and constructing numerous residential projects. In addition to practicing architecture, I’m currently working as a Structural Inspector for a South Florida city.
My success in architecture and construction can be credited to my intimate knowledge of both fields. My quest for excellence drives me to stay current with the industry’s latest technologies and trends. I hold a Florida Registered Architect License, an NCARB Certificate, and a Florida Certified Building Contractor License.
My goal is to provide cost-effective housing where comfort meets affordability; moreover, I see real estate development as a social and potentially even a humanitarian service, paying particular attention to integrating the natural and built environments. I focus on creative design solutions catering to each client’s needs. Architecture is a warm therapy session, a caring marriage, a fresh poem softly and virtually imperceptibly allowing you to be you, as blemish and magnificent as you are.
As a parent, I want to be an exceptional role model for my daughter and lead by example in demonstrating the pursuit of meraki. As a lifelong learner, I believe in investing in myself, whether it is through education or being on board with company culture initiatives. In my free time, I am seen at the sports club playing tennis, attending spinning classes, fishing with my daughter, or enjoying the vibrant hues of the sunset at the beach within the embrace of my family.

Being raised in Dallas, Texas and spending my collegiate career at Texas Tech, I’ve come to have a love and appreciation for all things Texas. From barbecue to Friday night lights, there is nothing I enjoy more than being able to give back to the state that made me who I am today.
At Texas Tech, I received my undergraduate and masters degrees in Civil Engineering with a focus on structures. Getting to have my work become a tangible part of the built world is what drew me to this career path. Following graduation, I got to connect with clients on a personal level in a sales engineering role for a structural analysis software. Wanting to get back to structural design, I then became a design engineer in Dallas where I was a part of a team that worked on projects including multifamily, education, residential and an assortment of commercial developments.
In 2018 I found myself looking for a change of scenery and ended up in Austin, Texas as a project manager for an international hotel Architecture and Engineering firm. While I still had my hands in the design aspect, I was awarded a position of leadership as Structural Director where I was able to return to fostering personal connections – this time with my team of engineers.
During the pandemic, I ventured out on my own as an independent structural engineer. Soon after, I found Level Engineering, and a team of like-minded individuals striving to work together to better the connection between our profession and the community around us. With my background in engineering and nack for customer relations, I couldn’t have found a better way to give back to my local community as the bridge between engineering concerns and making construction dreams a reality.

Ever since I was young, I knew I was going to be an engineer. I attended California Polytechnic State University San Luis Obispo (Cal Poly) and graduated with a BS in Architectural Engineering. I am from Southern California, but have always known I was going to end up in Texas, so when I was presented the opportunity to take a job in Texas, I got here as fast as I could. I hold Professional Engineering licenses in Texas, California, Kansas, and Oklahoma.
My career has given me the opportunity to work on a wide range of projects including residential additions, custom residences, small commercial buildings, and telecommunication structures including monopoles, towers, and rooftop structures. I also worked in the utility industry, designing concrete poles for transmission and distribution lines and sports lighting.
With over 17 years of engineering experience, my passion has always been structural engineering and I’m grateful to have the opportunity to engage more with clients to help them with their projects and meeting their needs. I’m thrilled to be a part of the Level Engineering team, whose ideology and values put the client first and support the engineer to ensure successful projects and relationships.
My awesome wife and I have three amazing children, who keep us very busy. We enjoy working in our garden, spending time outdoors with family, friends and pets, and working on projects together.

My interest in architecture and engineering started at a young age when my dad would take me to job sites. Watching architects and engineers turn empty lots into beautiful structures was fascinating and sparked my passion for the field.
In my current role as a Client Relations Specialist, I interact with engineers and architects daily. I’m constantly impressed by their dedication and hard work in creating each drawing and design. It’s inspiring to see how these collaborative efforts bring structures to life.
As a Spanish speaker, I enjoy connecting with a diverse range of clients and colleagues, which adds an extra layer of richness to my work. Outside of work, I enjoy spending time with my husband. I am an architect dedicated to creating harmonious spaces that respect and enhance their natural, cultural, and urban environments. My passion for art and architecture was cultivated at the National School of Fine Arts (ENBA) in my hometown of Tegucigalpa, where I studied painting and plastic arts.
I earned a Bachelor of Architecture from the University of San Pedro Sula (USAP) in Honduras in 2007, and a Master’s Degree from the Istituto Nazionale di Architettura (INARCH) in Rome, Italy in 2011, specializing in space design with an emphasis on ergonomics. Throughout my career, I have collaborated with diverse firms and architectural studios, including William Bendeck Ar., Quimera MD, Vela Roatan Co., ArCo, and Paolo Thomaz Ar., engaging in landscaping, architectural drafting, design, and construction supervision projects.
In Fort Lauderdale, Florida, I worked on commercial and hospitality design projects for Latin America and Asia at PDT International Co., striving to be culturally sensitive and responsive to the regional identity of each client and project.
While working at the Vatican Museum of Art, I deepened my interest in history, symbolism, and the conservation of various forms of human expression. Common Questions
The home inspector cannot practice engineering judgment by regulation. Decision-making regarding structural stability must be done by a structural engineer.
Our engineers are licensed to perform both structural and civil inspections for commercial and residential properties, including: Special inspections, forensic inspections, concrete reinforcement, structural steel, welding, real estate inspections / property analysis, and foundation inspections.
We offer independent assessments and are not trying to sell you on anything. We aim to find the most economical fix for your home and because of that we do charge for the engineer’s time and expertise.
Typically, the city/county codes require extensive information to be included within the plans, such as design specs, wind/snow load information, etc. Due to the requirements needed for these, engineers must often submit their own stamped engineered plans.
First we would schedule an initial site visit for the engineer to come out and inspect the wall. While onsite they will have a verbal consultation going over their findings and recommendations. If the engineer determines that the wall is in fact load bearing, the next step would be for the engineer to create the design plans in order for a contractor to remove the wall.
It’s best for the engineer to look over existing documents or perform a site visit in order to gather the necessary information to provide an accurate estimate.
The engineer that is assigned to your project would be happy to provide you with recommendations for companies or contractors, who can come in and implement the plans created.
We always recommend that the engineer performs a site visit because pictures don’t always capture the full detail and there may be things missing that the homeowner isn’t aware of that could present possible structural concerns.
Depending on the complexity of the project and the engineer’s workload the turnaround is typically 4-5 weeks from the time of the initial appointment.
This can vary depending on the project’s needs. Typically whoever pulls the permit for a home project becomes the GC. If we are hired for the construction work, we will pull the necessary permits for the project. If we are just in for engineering work we won’t typically be involved with the permitting process. However, our engineering team will be happy to make recommendations on how to best move forward after their consultation/plans are completed.
